    I'm not sure what part of the constitution is being ignored but the use of a few words was impactful.

      Thank you for your most thoughtful comment. The Bill of Rights, can often be ignored by unscrupulous politicians, or law enforcement personnnel, depending upon how they carry out their duties, especially when dealing with the homeless, and other demographic groups on the fringes of our society. Click on the links (footnotes), primarily the last two, which I provided, and they may shed more light upon the subject.
