Responsibility can be of two types.
Some may have working capacity themselves,
others may have the quality of leading.
In these both cases the person
will be responsible if work is not done.
In either case the work can be done
more fruitfully if one does not look for fruit.
Some may have interest in the job
due to sheer liking of the type of it.
Most show their inclination for personal gain.
When self interest comes
the purpose of the work is sacrificed
to manipulate the process in favor.
For this, sycophants are created
so that, like slaves, they listen to their masters
who in turn throw some benefits to them.
Those who do not indulge in self benefit
can only accomplish their responsibility.

Sycophants don't accept responsibility -- they suck up. When leaders don't take the responsibility to lead, they breed sycophants. You make your point well through the vehicle of verse. Noble effort. Thank you.
