I have no idea what that word means. But if I dissect it it means quite a bit. Please bear with me I think too much.
Trans- means Across, Through, Change.
Conceptional means many things but what fits here is a thought.
-Ization means Action, process, or result in doing or making.
and
-Izer means to treat, cause, or become.
So in this light this word would mean One, through thinking, changes or becomes different by his/her actions.
Correct me if I'm wrong but that's what I get out of it.
