I feel within me a transformation.
All is revived in the drenching refrain.
From joy of new birth I cannot abstain
after this winter's deep desecration.

Chalices filled with all they can contain
The rain continues its sweet dissipation.

Birds trill their songs just a little insane
feeling the strength of invigoration.

Winter losses its grasp and gelid pain.
Flowers grow with new found aspiration.

The progression of this is lovely. As winter moves into spring, the metaphor and personification you use in this to signify the melting of cold ice, snow, sleet, into gentle breezes and flowers blossoming gives me the feel of spring. Those rains can be gentle or ferocious in trying to turn the tides of winter into spring.
I also like how you attribute the spring rains to a change in yourself, we often use the seasons to show the change and seasons in our own life. This was a nice nod to that trait.
As for the form it was right on, well done on the rhyme scheme.

Whew! This sets a tone that echoes with hope
and brilliance. The form is perfect for what
is conveyed and the whole verse gives off an
aura of reassurance in renewal.
