Y ou decide to build on a flood plain?

Tewkesbury is the worst hit area by the floods in Britain, and I wanted to show my appreciation for what all the people are going through. I liev just around the corner (in Cheltenham ) and so I know a lot of people who live there.
Although we are very inconvenienced by the flooding, it is nothing compared to the poor souls in Tewkesbury. And I think it highlights the one question everyone wants answered - why did they build so many houses on a flood plain?

I feel so bad for all the people who live in those badly flooded areas. It was kind of you to compose something about it.
