No, that is not true.

Urinetown isn't about free use of the loo. It's about the government restricting use, and so people sneak behind the government's back and use other things, and end up getting arrested for it.

Actually, Urinetown IS about free use of the loo, Bobby Strong (the main character) is fighting so that the poor people of the town can use Urine Good Company's facilities for free, not so they can pee wherever they want to. Although YES at first the poor people are sneaking out at night and using bushes and whatnot (and often getting arresting, as Bobby Strong's father did, although he urinated outside of the facilities during daylight), but that is only because they cannot afford to use the toilet, not because they WANT to pee other places than the toilet. That's why in the end, when Hope Cladwell overthrows her father as head of Urine Good Company, she allows everyone to use their facilities for free. So you are incorrect about Urinetown not being about free use of the loo, that is actually a huge part of the plot.
