In history peace is the absence of war in a particular place, for war is never absent in time. Neither peace nor war is an end unto itself. When and where it momentarily exists, peace is simply human experience in poverty or prosperity, enslavement or liberty, without the burden of war for the people in that place. War is pursued when the status quo of peace is found offensive beyond tolerance by those who have the means to start and sustain a war. Peace is pursued when the burden of war becomes intolerable to some, and it is gained when that burden becomes intolerable to enough participants.
