The first thing we need to do, is to get him on a transparent background. To make him on a transparent background, we will need to cut out all the white around him. In order to start, we will go up to layers, then properties. When the box pops up, all you need do is reduce the opacity by 1 (from 100 to 99, as shown).

Using the magic wand tool, click on a section of the white background. It will hightlight with a squiggly line. Then, click on the CUT tool (that looks like a pair of scissors) and the white is gone! Simple enough, now lets move on.

Now, you should have something that looks like this:

Now, you go up to effects, then Texture Effects, Emboss is the second option down.

and you will have something like this:

Now that you have an embossed image, it might not look like much yet. You might think you made a mistake, but just keep going, you will see when its done. We need a new image, so go to FIle, New, chose the colour and exact size of our other image. For this little guy, I chose 250 by 250. (250 high by 250 wide), so I will create a new, dark green image that is 250 by 250.

now, right click on your embossed image, and chose copy. Right click on your newly opened plain colour image (The dark green one, for me) and chose paste as new layer. You should have wound up with something like this:

Now, remember how you went to Layers, properties before, and dropped it down to 99? Well, for this step, you go back to Layers and Properties. This time, you will drop the Opacity down to somwehere around 20-25. Click ok, and you should have something like this:

The last step! Yes, your almost done! Go to Effects, Image Effects, Seamless Tiling as shown. CLick on that, then click ok on the box that comes up.

...and you have a tiled, embossed background that will look like this:
