The Autobot Matrix of Leadership was passed down to him which has all the knowledge of the transformer elders. His goal is to defend Earth from the Decepticons and unite Cybertron once and for all! He's been all over the galaxy fighting Quintessons and decepticons so there's his foreign policy experience right there.
