Question about Features at All poetry

Why is it, when I feature a poem at less than what is required to be seen on the board (say, you need 48 to be at the top, I only enter 40-per), after several days it keeps getting bumped farther and farther down? I've had that happen several times .. I feature a contest for 40 points per click, no one clicks on the contest, but after several days, it says it's featured at only 28-per click, and therefore I get dramatically fewer points than I put into it, when I refund, even though no one's clicked on it?

This is a part of the system trying to keep featured bids at a resonable max level. It's supposed to refund the difference, but I'm looking into whether there might be something wrong with it. I've made some tweaks, hopefully it should be fixed and less noticable in the future.
