I understand self-publishing is free at Lulu for AP members. But, if that is so, does anybody know how I should go about it? I have a Lulu account, but it has never once asked if I'm a member of AP...

lulu.com is free for everyone. I think the 'Self publish at LuLu for free' is for people to know that it is indeed free, since a lot of vanity/self publishers are not. There's a column Kevin did a while back http://allpoetry.com/column/show/2335704 that sort of explains it.

It seems to me that this 'free service' is ONLY AVAILABLE to NEW MEMBERS joining AP, not to current members, from what I have read.

Lulu is free for everyone - they provide some services for fee, but you do not need to pay a cent to get a decent product on the market.
You pay a one-time fee for an ISBN number and a year on Amazon (plus a couple other benefits I can't recall right now). (My one year listing still comes up on an Amazon search - and one of my books actually showed up on EBay.)
You will set the price of your book (their cut plus a decent royalty). For instance, they will tell you that your cost for the book is $5.86 - the price you will pay for any copy you buy (although you are not obligated to buy any) - and you price the book at $7.99, so every book you sell through Amazon or through your own page at Lulu will net you $2.13 - and you will receive a royalty check. -
